ORPP unveils Political Parties Finance Manual, engages Parties on audit

The ORPP on 13th September 2024, at Safari Park Hotel launched the Political Parties Finance, Accounts & Procurement Policy and Procurement Manual. The manual is a crucial tool to guide political parties undertaking the finance and procurement processes in conformance with finance, procurements, and expected standards.

Stakeholders present hailed the ORPP for developing such the comprehensive manual, terming it useful and key reference material not just to the parties but also to their entities. The occasion was presided over by the Auditor General, FCPA Nancy Gathungu and hosted by the Registrar. Participants were drawn from public entities such as National Treasury, Public Sector Accounting Standard Board (PSASB), IEBC, political parties, and a host of other non-state actors and partners.

The Registrar of Political Parties, Ann Nderitu, CBS called for optimal use of the manual  and assured ORPP will in collaboration with the Auditor General and other partners roll out  a series of sensitization to political parties for proper and better use of the Manual.

She thanked the HSF, staff and other entities that supported the rigorous development, series of reviews and eventual publication of the Manual.

The Registrar underscored the need for proper use of funds including the Political Parties Fund

For parties’ enhancing of representation in Parliament ,shape opinion and policy ,undertake election related activities among others.

“The shall support political parties teaming up with the good efforts of ORPP as part of its mandate of ensuring effectiveness of internal controls, risks and utilization of public expenses to be in line for the intended purposes”, said the Chief Guest, FCPA Nancy Gathungu.

She called on Political Parties to have formal and informal norms to be adhered to including financial and procurement processes. “The simplified Manual will be a critical aid in attaining credibility and legitimacy and streamlining governance and management of party processes”, the chief guest said.

The meeting also included a close discussion with political parties on the audit issues raised by the Auditor General in the FY 2023/2024 audit of political parties allocated the Political Parties Fund. The meeting resolved a series of sensitization with political parties to enhance their financial and procurement processes. Further, the ORPP in September, held  one-on-one meetings for each of the parties upon which the parties were guided on remedial measures
