Mr. John Cox Lorionokou

John Cox Lorionokou is the Registrar of Political Parties in Kenya, effective 2025. Mr. Lorionokou is the Accounting Officer at the Office of the Registrar of Political Parties (ORPP). He provides strategic leadership in the management of political parties in Kenya and the overall policy direction of ORPP staff at the headquarters and in more than 12 regions across the country.

He is committed as the Registrar, in leading ORPP as the continental regulatory authority in supporting and guiding political parties navigate the changing political perspectives, with political parties being Constitutionally mandated to be the avenues through which Kenyan citizens exercise and express their political rights. He is committed to building political parties that outlive generations to preserve multi-party democracy.

Mr. Lorionokou is a seasoned Elections Management specialist and Governance and Ethics expert with over a decade of experience in public service, electoral operations, and civic engagement, ensuring the integrity and efficiency of electoral processes across the county. His core competencies skill set includes: Leadership, team building, public speaking and communication, Training and Capacity Development, Conflict Resolution, and Stakeholder Engagement. He has a proven success record in presiding over General Elections, Referendum, and boundary delimitation processes.

He holds a Bachelor’s degree in Education from Maseno University and a Diploma in Public Relations from the Kenya Institute of Management (KIM), as well as various strategic leadership certifications. He is an active member of the Kenya Institute of Management in good standing. Lorionokou holds various leadership roles in the community, the church and offers pro bono services in several organizations, including Scripture Union of Kenya.

He is recognized nationally for his strategic leadership, electoral training expertise, and stakeholder engagement. He has served as a Master Trainer, Trainer of Trainers (ToT), and a BRIDGE Tft facilitator, equipping thousands of election officials with the skills needed to uphold democratic principles. He has also made a mark in developing national and institutional policy frameworks in conflict resolution, risk management, and strategic planning, notably at the Kenya Election Management Body, Independent Electoral and Boundaries Commission (IEBC), and in various other capacities held.

Beyond elections, Mr. Lorionokou is a passionate community advocate. He is the founding Director of The Children of Pokot Educational Fund (COPE), a foundation targeting underprivileged communities in West Pokot County and other marginalized areas in Kenya. The COPE leads in providing practical interventions in education, healthcare, and food security, transforming lives through grassroots development and international fundraising.

M. Ali Surraw est actuellement Greffier adjoint chargé de la Direction de la réglementation, de la conformité et du renforcement des capacités des partis politiques. Il est chargé de donner une orientation politique ainsi que de fournir un leadership stratégique et de superviser les fonctions techniques de la direction pour une mise en œuvre efficace du mandat du bureau.

M. Ali est un expert en politique publique et en gouvernance. Il a offert des services de conseil aux agences gouvernementales de comté et nationales dans les domaines de l'élaboration de politiques, de la participation publique, des finances publiques, du développement de stratégies et du leadership éthique. Il est titulaire d'une maîtrise en administration publique avec une spécialisation en analyse des politiques publiques. Il a également suivi des cours en finances publiques, en gestion stratégique et en développement organisationnel. M. Ali est membre en règle de l'Institut de gestion des ressources humaines du Kenya (IHRM), du Kenya Institute of Management (KIM) et de l'Institute of County Managers' Association-America (ICMA).

Auparavant, il a travaillé comme gestionnaire à la Caisse nationale de sécurité sociale, puis à la Commission électorale indépendante et des frontières en tant que coordinateur des élections. Par la suite, il a travaillé comme membre du comité exécutif du comté pour les finances et la planification économique au sein du gouvernement du comté d'Isiolo. M. Ali a également été directeur exécutif du Devolution Research and Policy Centre, une organisation impliquée dans l'amélioration de l'élaboration des politiques publiques pour la réalisation des objectifs de développement national en développant les capacités de recherche sur les politiques publiques et en fournissant des services consultatifs et techniques sur les questions de politique publique. .

Son objectif est d'améliorer la crédibilité, l'efficacité et la capacité de livraison des partis politiques. Il s'est engagé à guider les partis politiques pour améliorer leurs opérations internes afin de renforcer la confiance du public en eux en tant que véhicule de représentation et de gouvernance. Ce n'est qu'en ayant la capacité de regarder vers l'avenir et d'anticiper les évolutions que les partis politiques peuvent se préparer de manière adéquate aux nouvelles exigences sociétales et aux changements démocratiques. Pour que les partis réussissent dans un environnement politique en constante évolution, la concentration, la détermination et la capacité institutionnelle d'adaptation sont nécessaires.

CPA Florence Birya

CPA Florence Birya is a qualified Accountant and a Management professional with vast experience in various functional and policy areas in the public sector. She holds a Master in Business Administration Finance Major and Bachelor’s Degree Finance Major from the University of Nairobi. She is a Certified Public Accountant of Kenya – CPA (K), a member of the Institute of Certified Public Accountants Kenya (ICPAK) and is currently the ICPAK Coast Branch Chairperson and a member of the Devolution Committee of the ICPAK Council. CPA Birya has held various senior management positions in the Kenya Public Sector including Finance & Administration Director, County Director of Treasury, Finance Manager, Grants Manager and Senior Accountant among others. She is an abridged trained trainer and passionately participates a lot in civic education, women empowerment, youth mentorship and church ministry. She has attained numerous outstanding achievements both in employment, professional appointments and community probona services.

CS. Agatha W. Wahome

CS Agatha W. Wahome is the Assistant Registrar of Political Parties, appointed on 3rd October, 2025. She has over 24 years of experience, 15 of which in public sector. She has diverse expertise in governance, finance, audit, management systems, strategic planning, information security management  and risk management.

Ms. Agatha holds a  Master degree of Management in Agribusiness (MMA) from Strathmore University-Kenya  and a Bachelor of Commerce. (Accounting) degree from Kenyatta University. She is also Certified Public Accountant (CPA-K) and Certified Public Secretary (CPS), She has also undertaken numerous leadership and certification courses including, Strategic Leadership, Computer Programming Certification and Data Protection Certification.

Ms. Agatha  has served in various leadership and technical capacities, effectively executing various local and international projects  in election oversight, field operations, process mapping, information security management within complex organizational environments.

Ms. Agatha is  result-oriented professional, committed to advancing good governance practices with a focus on efficiency in institutional operations through sound management and strategic leadership.
