Three provisionally registered political parties will be inspected to ascertain their readiness for full registration. The parties are Party for Peace and Democracy (PPD), Unified Change Party (UCP) and Democratic Action Party-Kenya (DAP-K). The exercise to be conducted by Office of Registrar of Political Parties (ORPP) is scheduled to take from 25th to 29th January, 2021.
Teams from the ORPP have been dispersed across the country to undertake verification in regions of; Coast, Upper Eastern, Lower Eastern, Rift Valley, South Nyanza, Western, Nakuru and Central. Some of the key parameters to inform the exercise will be to: ascertain the parties’ location and addresses of its head office and county offices; check proof of having recruited at least 24,000 registered voters as members in more than half the counties, assess evidence of various governance and administrative policies among a host of other requirements spelt out in section 7 of the Political Parties Act (PPA), 2011.
“We remain vigilant in ensuring that political parties adhere to the full registration requirements before full registration as obligated by PPA. That is not all, those that qualify must abide with all compliance obligations as corporate entities including demonstrating inclusive policies and entrenching good governance practices”, said Ann Nderitu, Registrar of Political Parties before commencement of the exercise.
Officials of Unified Change Party (UCP) submit their application to the Assistant Registrar CPA Florence T Birya,(L) for consideration for full registration.
Prior to application for full registration, a party must have been provisionally registered. The conditions for provisional registration which are submitted and scrutinized by the Registrar include: payment of Kshs 100,000; approval for name and party symbol; submitted signed minutes of founding members; party constitution and signing an undertaking to be bound by the Political Parties’ Code of Conduct.
The three political parties that have qualified for the inspection phase having been provisionally registered and presented to the Registrar their applications for full registration on 17th November 2020, 16th December, 2020 and 11th January, 2021 respectively.
The outcome of this exercise will determine whether these parties will proceed to the process of full registration. A party is issued with a certificate of full registration within thirty days (30) upon meeting the conditions of full registration.
