{"id":8399,"date":"2025-10-21T06:02:27","date_gmt":"2025-10-21T06:02:27","guid":{"rendered":"https:\/\/orpp.or.ke\/?p=8399"},"modified":"2025-10-21T06:02:27","modified_gmt":"2025-10-21T06:02:27","slug":"orpp-commences-budgeting-phase-with-proposals-for-the-next-three-year-period-mtef","status":"publish","type":"post","link":"https:\/\/orpp.or.ke\/es\/orpp-commences-budgeting-phase-with-proposals-for-the-next-three-year-period-mtef\/","title":{"rendered":"ORPP commences budgeting phase with proposals for the next three year period\u00a0MTEF\u00a0"},"content":{"rendered":"<p>The ORPP is keen in the MTEF period (FYs 2026\/2027 \u2013 2028\/2029) to strengthen resource forecasting, sourcing, and allocation towards impactful programmes aligned with the national development agenda and guided by its Strategic Plan.<\/p>\n<p>This was highlighted by Assistant Registrar, Ali Abdullahi, during the ORPP MTEF session held from 17th to 19th September 2025, The exercise was carried out\u00a0 by Heads of Departments (HoDs) and a section of\u00a0 head of field offices.<\/p>\n<p>\u201cIn the MTEF budget process, let us put forward SMART and justifiable programmes that reflect our mandate and service demands, while focusing on initiatives that build resilient systems and structures capable of withstanding demands, including during the over-bearing period of elections,\u201d said Ali.<\/p>\n<p>Assistant Registrar, CPA Florence Birya further emphasized that the MTEF process at ORPP is not a routine exercise but an opportunity to build on previous gains, ensure accountability for resources, demonstrate value for utilization and justify projections put forth.<\/p>\n<p>She underscored the importance of departments identifying priority and relevant programmes while drawing on available expertise in their respective dockets to drive ORPP\u2019s strategic progress contained in the Strategic Plan.<\/p>\n<p>\u201cThis process must be alive to the country\u2019s prevailing fiscal situation while aligning with ORPP\u2019s strategic priorities and ensuring all programmes, including those related to elections, are fully incorporated,\u201d said CPA Birya.<\/p>\n<p>The process forms part of ORPP\u2019s structured budgeting framework, undertaken in compliance with The National Treasury and Economic Planning budgeting guidelines and principles of accountability, transparency, and stakeholder involvement across various functional areas.<\/p>\n<p>Strategic programming, as demonstrated during the session, is a key mechanism for implementing the ORPP 2025\u20132028 Strategic Plan. The Key Result Areas in the current Strategic Plan are:<\/p>\n<ul>\n<li>Regulation of political parties<\/li>\n<li>Participation of political parties in elections<\/li>\n<li>Digital Transformation and Data Management<\/li>\n<li>Partnership and Stakeholder Engagement<\/li>\n<li>Institutional Governance and Capacity<\/li>\n<li>Strengthening Institutional Capacity and Governance<\/li>\n<\/ul>\n<p>The internal MTEF process, coordinated by the Finance Department, marks the beginning of ORPP\u2019s subsequent budget engagement phases, including sector bidding, under the Governance, Justice, Law and Order (GJLO) sector where the office is categorised.<\/p>","protected":false},"excerpt":{"rendered":"<p>The ORPP is keen in the MTEF period (FYs 2026\/2027 \u2013 2028\/2029) to strengthen resource forecasting, sourcing, and allocation towards impactful programmes aligned with the national development agenda and guided by its Strategic Plan.
