VACANT POSITIONS (January 2019)

  1. SENIOR SUPPLY CHAIN MANAGEMENT OFFICER

Duties and Responsibilities

An officer at this level will be responsible to the Registrar of Political Parties for the following duties and responsibilities:

  1. ensuring effective implementation of existing Supply Chain Management Policies, Guidelines and Procedures;
  2. planning supply chain management activities
  3. coordinating the preparation of procurement plans;
  4. ensuring goods delivered by suppliers are of the right quality and quantity;
  5. overseeing issuance of stores to other departments/ divisions/ sections/ units;
  6. ensure maintenance of SCM records;
  7. appraise officers under his/her supervision;
  8. prepare tender and contract documents.
  9. verifying payment documents from suppliers;
  10. conducting market survey and research;
  11. verifying tender documents;
  12. maintaining inventory and stock control; and
  13. any other lawful assignment.

Requirements for Appointment

For appointment to this grade, an officer must have:-

    1. served as a Supply Chain Management Officer in the public sector for a minimum period of eight (8) years or in a comparable and relevant position in the private sector;
    2. is conversant with Public Procurement Procedures;
    3. Bachelors degree in any of the following disciplines:- Supply Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution
    4. Masters degree will be an added advantage;
    5. membership to a relevant professional body in good standing;
    6. certificate in computer application skills and demonstrate proficiency in computer use and applications
    7. meets the requirements of Chapter Six of the Constitution; and
    8. demonstrates professional competence and management capabilities.

    2. SENIOR CORPORATE COMMUNICATION OFFICER

Duties and responsibilities

The Senior Corporate Communication Officer’s specific duties and responsibilities include:

  1. develop and ensure implementation of communication policy and strategies;
  2. assist in handling publicity publications and internal communications;
  3. coordinate and participate in the ORPP public functions and publicity events;
  4. research, write and distribute press releases to targeted media, and manage office; publications, and in house newsletters;
  5. prepare departmental work plans;
  6. support in the implementation of ORPP communication approach with the media and other communication platforms;
  7. maintain data and documentation arising from media monitoring
  8. Support in information development and update of office website, and social media platforms;
  9. monitor and assess communication activity impact;
  10. coordinate the preparations of the departmental work plan;
  11. appraise officers under his/her supervision;
  12. support in the implementation of effective internal and external communications strategies;
  13. assist in handling publicity publications and internal communications;
  14. support in information development and update of office website, and social media platforms; and
  15. any other lawful assignment

 Requirements for Appointment

For appointment to this grade, an officer must have:-

  1. served in the grade of Corporate Communications for a minimum period of six (6) years in the public sector or in a comparable and relevant position in the private sector for accumulative period of nine (9) years;
  2. Bachelors degree in any of the following disciplines:- Public Communication, Public Relations, Mass Communication, Journalism or its equivalent qualification from a recognized institution;
  3. Masters degree in Communication from a recognized institution;
  4. Certificate in Computer Applications Skills from a recognized institution
  5. Membership to a relevant professional body;
  6. met the requirements of Chapter Six of the Constitution; and
  7. demonstrates professional competence and management capabilities

   3. HUMAN RESOURCE OFFICER

Duties and Responsibilities;

Duties and responsibilities at this level will entail:-

  1. implement human resource management policies and strategies;
  2. interpret Human Resource policy, guidelines and procedures manuals;
  3. be able to conduct employees’ recruitment, promotion, discipline and placement; able to to train/develop employees;
  4. administer employees’ welfare;
  5. handle staff members’ medical cover;
  6. develop personnel emolument budget estimates
  7. maintain staff complement control and IPPD payroll system;
  8. manage employees’ exit plans; and
  9. any other lawful assignment

 Requirements for Appointment

For appointment to this grade, an officer must have:-

  1. Bachelors degree in social sciences with bias in HRM from a recognized institution;
  2. a member of the Institute of Human Resources Management in good standing;
  3. certificate in Computer Application Skills from a recognized institution;
  4. meets Chapter six of the Constitution.

What is a merger? 

A merger is the combination of two or more political parties into a single party (new or existing)

How do parties merge?

  • The political party follows its constitution and procedures and makes the decision to merge.
  • The merger agreement is then signed and deposited with the Registrar within twenty-one days of the signing.
  • The Registrar withdraws and cancels the certificates of registration of the political parties that have merged and gazettes the dissolution of the merged parties within seven days.
  • Certificate of full registration is then issued if a new political party is formed.

What are the Effects of Merger on:

 Membership

  • A member of the political party that has merged with another will become a member of the new political party.
  • A member who is a President, Deputy President, Governor or Deputy Governor, Member of Parliament or member of a County Assembly, and does not want to be a member of the new political party after the merger will continue to serve in such elected office for the remainder of the term, and may join another political party or choose to be an independent member within thirty days of the registration of the new party.

Party particulars

  • The particulars including the names, symbol, logo, slogan and colours of the parties are removed from the register of political parties and such names, symbols, logos, slogans and colours are not available for registration by any person as a political party in the subsequent election following the merger.
  • The records, assets and liabilities, rights and obligations of all the dissolved political parties will be the records, assets and liabilities, rights and obligations of the new political party including their entitlement to the Political Parties Fund.

What is a Coalition?

A coalition means an alliance of two or more political parties formed for the purpose of pursuing a common goal. There are pre-election and post-election coalitions.

What is the Process of entering into a coalition?

The political party follows its constitution and procedures and makes the decision to enter into a coalition. The coalition agreement is then signed and deposited with the Registrar. The coalition agreement must contain details on:

  • the parties which are members of the coalition; 
  • the policies and objectives of the coalition; 
  • the structure of the coalition; 
  • the coalition election and nomination rules
  • the dispute resolution mechanisms and procedures
  • the formula and the mechanisms for sharing of funds from the Political Party Fund to the respective member of the coalition
  • the grounds for dissolution and the procedures to be followed amongst others.

What are the effects of a Coalition to individual parties?

  • Each party in the coalition is still recognized as a legal entity and has an independent legal existence. 
  • Need not register a coalition name, slogan or symbol, but may use such other name, slogan or symbol in popularizing the coalition.
  • No candidate is nominated on a coalition ticket.

Conservative Party changed its name to Jubilee Alliance Party (JAP) in 2015; JAP changed its name to Jubilee Party (JP) in 2016. NAP-Kenya registered in 2000, changed its name to TNA; TNA and other 10 parties dissolved to join Jubilee Party (JP) in 2016.

Unless resigned, all members of the 10 parties that dissolved, regardless of year of registration, automatically became members of Jubilee Party (JP).

A member of a political party who intends to resign from the political party shall give a written notice prior to his resignation to;

    (a) the political party, if the member is an ordinary member; 

   (b) the clerk of the relevant House of Parliament, if the member is a member of Parliament; or 

   (c) the clerk of a county assembly, if the member is a member of a county assembly.

 

Resignation documents submitted to the registrar should include a copy of:

   1) Resignation letter from a member received and stumped by a political party.

   2) National ID, or Passport used to register as a voter.

 

The resignation of the member of the political party shall take effect upon receipt of such notice by the political party or clerk of the relevant House or county assembly.

The political party of which the person is a member, the member, or the clerk of the relevant House of Parliament or of a county assembly of which the person is a member shall notify the Registrar of such resignation within seven days of the resignation.

Upon receiving the notification, the Registrar shall cause the name of such member to be removed from the membership list of that political party.

A person shall not be a member of more than one political party at the same time.
